PERMANENT RESIDENCY
(MPRP)

The Malta Permanent Residency Programme (MPRP), launched in March 2021 by the Residency Malta Agency, is a leading EU residency-by-investment program. Recently updated, the MPRP replaces the Malta Residency Visa Programme (MRVP) with a more efficient and investor-friendly framework to provide third-country nationals with a direct and easy pathway to Europe.

This attractive residency route offers non-EU nationals and their families the chance to obtain permanent residence in Malta or Gozo through a qualifying investment. With a fast and straightforward application process, applicants can secure a Malta permanent residency card in as little as 4 months.

Eligibility Criteria:

  • Age: Applicants must be at least 18 years old. 

  • Nationality: Non-EU, non-EEA, and non-Swiss nationals. 

  • Criminal Record: No criminal record, prior visa refusals, or sanctions. 

  • Assets: Demonstrate ownership of assets worth at least €500,000, including €150,000 in liquid financial assets, or at least €650,000, including €75,000 in liquid financial assets. 

  • Other Requirements: Applicants must not benefit under other relevant regulations and schemes. 

 

To obtain residency in Malta under this program applicant must

Rent property with annual rent of a min. EUR 14,000 and

  • Pay non-refundable administrative fee of EUR 50,000

 And upon approval of the application

  • Pay a Government contribution of EUR 60,000 for the main applicant and EUR 10,000 for each dependent and

  • Make a donation of EUR 2,000 to a local philanthropic, cultural, scientific, artistic, sport or animal welfare NGO registered with the Commissioner of Voluntary Organisations

 

Or purchase property worth min. EUR 375,000 and

  • Pay non-refundable administrative fee of EUR 50,000

 And upon approval of the application

  • Pay a Government contribution of EUR 30,000 for the main applicant and EUR 10,000 for each dependent and

  • Make a donation of EUR 2,000 to a local philanthropic, cultural, scientific, artistic, sport or animal welfare NGO registered with the Commissioner of Voluntary Organisations

 

The applicant should hold the qualifying property for a minimum period of 5 years and provide a relevant health insurance policy.

GLOBAL RESIDENCY
(GRP)

The Malta Global Residence Programme is a specialized residency scheme designed for non-EU, non-EEA, and non-Swiss nationals seeking to establish tax residency in Malta.

 

This includes access to a reduced flat tax rate of 15% on all foreign income remitted to Malta. The program is designed for individuals, their families, and household staff, with a clear and efficient application process. 

 

Key Benefits of the Global Residence Programme:

  • 15% flat tax on foreign income remitted to Malta

  • No tax on foreign income or capital gains not sent to Malta

  • Income earned or capital gains made in Malta taxed at 35%

  • Annual minimum tax of €15,000 (covers the first €100,000 of remitted income)

  • No tax on worldwide income kept outside Malta

  • No minimum stay requirement in Malta

  • Free movement across the entire Schengen Area

  • Possibility to include financially dependent parents and unmarried children under 25

  • Eligibility to obtain a Maltese residence card with no restrictions on residence duration

  • Applicants may not reside in another country for more than 183 days per calendar year

  • Application fee: €6,000 (due at submission)

 

Property Requirements

Applicants must either purchase or rent property in Malta:

If purchasing property:

  • Minimum value of €275,000 in Malta

  • Minimum value of €220,000 in Gozo or southern Malta

If renting property:

  • Minimum annual rent of €9,600 in Malta

  • Minimum annual rent of €8,750 in Gozo or southern Malta

 

Applicants must also demonstrate a stable and regular source of income and hold valid health insurance that covers them and their dependents throughout their stay in Malta.​
